Minnesota Emergency Response and Industrial Training (M.E.R.I.T.) Center

In 1997 a core group of individuals brought forth the concept of a new regional emergency response and industrial training complex for Southwest Minnesota.  The project has been sponsored thus far through state funding, local involvement and business donations.  The area cities, communities, businesses, industries, educational institutions, organizations and citizens of Southwest and West Central Minnesota have solidly supported the establishment and operation of the training center. 

The complex is designed to provide both classroom education and physical hands‑on training for fire fighters, law enforcement, EMS technicians, state personnel, industry emergency responders, utility workers as well as many other core personnel. Marshall  as a population center, is a centralized hub in Southwest Minnesota which is ideally placed to serve the regional emergency responders and industrial communities. 

The Marshall area has the necessary infrastructure and support services to allow the necessary viability of the project.  Available lodging, restaurants, a well defined transportation hub of state highways, railroads, airport services allow for the necessary transportation in addition, Minnesota West College and Southwest State University serve to further identify Marshall as an educational center. In return, business and industry will benefit from a well trained, in compliant emergency response team, and possibly, reduced risk management fees. Some industries may reassign personnel from time consuming emergency preparation and response training to full-time production line.  Others will be able to practice skills locally at the center and save resources that would be spend at out of state training centers.

The project is to support the mission of the public, emergency services and industrial community to "strengthen the educational opportunities between emergency services and industrial community," according to the emergency services, industrial community, MnSCU mission statement and the Statewide Master Plan For Fire and Law Enforcement Training Facilities In Minnesota, Report to the Minnesota Legislature February 1999 from the Commissioner of Public Safety as directed in 1998 Laws, Chap. 404, Sec. 21, Subd. 3 .

The project is focusing on creating a facility which will support the education of the public, emergency services and industrial community. The operating expenses will be supported by the Center's Special Tuition Revenue Fund, grants and donations. Site space is currently 53 acres with expansion plans of an additional 40 acres. In Southwest Minnesota, there is no existing facility to be expanded by remodeling and therefore this will be new state of the art construction.

Because of Marshall’s excellent relationship with its corporate residents, a mutually beneficial relationship exists. Various industries have join local government in supporting this project in varied ways.

All first responders will be able to train without the hazards of an actual hostile response environment. Controlled environments coupled with qualified and knowledgeable instructors, will yield a competent team of emergency responders.

Marshall area emergency response instructors, along with the Minnesota State Colleges and Universities Fire/EMS/Safety Center, will offer high quality instruction for skill development and application practice.


PROJECT GOALS  & SIMULATOR/PROPS PLAN

The City of Marshall has demonstrated their commitment to the support of the Emergency Response Training Center by making the following contributions to the program for the initial project goals:

Initial Goals

  • Fifty-three acres of prime development property acquired;
  • Development of pond for submerged vehicle, and ice rescue operations;
  • Connection to Municipal utility;
  • Data and communication connections;
  • Utilities service to the site;
  • Sanitary sewer to the site;
  • Site maintenance, snow and trash removal;
  • Lawn and street maintenance;
  • Fire and emergency response equipment;
  • Hazardous materials trailer and pick-up truck;
  • Training site surfacing material;
  • Other services as required for the operation of the Training Center.
  • Initial A & E work completed.
  • Site soil boring tests completed.

Agreements and contracts are in place

for the above goals.

  • Water Safety & Rescue Simulator and Pond - Completed
  • Agricultural Equipment Rescue Simulator - Props Committed
  • Silo and Grain Bin Engulfment Extrication Pad  - Props Committed
  • Small Aircraft Rescue Simulator - Props Committed
  • Vehicle Extrication Recovery Pad - Completed
  • Hazardous Materials Spills Mitigation Area - Props Committed
  • Flammable & Combustible Liquids Pad - Props Committed
