Finally
The 1st Round of AFG Awards
Well the long awaited document that needed to be published in the
federal register finally happen on August 16th 2005. This is required
before any awards can be officially awarded.
On the 17th of August members of Congress for the State of Minnesota
received the official notice from the Office of State and Local
Government Coordination and Preparedness, Office of Legislative Affairs.
Members of Congress were informed that grant recipients will receive
this information on Friday of this week. Members of Congress are
encouraged to contact the grantee(s) listed in your districts upon
receipt of the notification to give them the good news, and SLGCP
encouraged them to issue press releases as well. This information is not embargoed for
members of Congress and they can release it immediately. The
rest of us have to wait until today.

Operations
The NIMS Integration
Center
has received a number of questions recently asking if organizations
must use National
Incident Management System (NIMS) concepts and principles in day-to-day
emergency
operations versus only during major incidents involving federal
participation.
The requirement to adopt
and
implement NIMS and ICS means NIMS and ICS for incident management every
day.
Those who don't are not NIMS compliant.
The intent of Homeland
Security Presidential
Directive/HSPD-5, which ordered the development of the NIMS, is clear:
"The objective of the United States Government is to ensure that all
levels of government across the Nation have the capability to work
efficiently
and effectively together, using a [single, comprehensive] national
approach to
domestic incident management."
The point is that all
responders at
all levels use the same organizational structures, terminology,
procedures and
systems all the time. The idea is to achieve interoperability among
jurisdictions and disciplines. Those who do not train for, exercise and
use NIMS
and ICS in their day-to-day operations will not be able to integrate
their
activities into a system they do not know, haven't practiced and
don't use.
To underscore the
importance of the
nationwide adoption of NIMS, the Department of Homeland Security has
directed
that all federal preparedness assistance to states and local
jurisdictions be
tied to compliance with the requirements of NIMS. Beginning Oct.
1, 2005,
all recipients of federal preparedness funds must adopt and use NIMS as
a
condition for the receipt of FY06 preparedness assistance funding. This
does
not just include funds from the Department of Homeland Security; it
includes preparedness
funds from all federal departments and agencies, although there is no
linkage between
post disaster assistance funds and NIMS compliance. Specific
preparedness grants
will outline the requirements for eligibility in the grant language.

The NIMS Integration Center
has
made this preliminary list
available to help state and local entities identify funding streams
that may be
affected in connection with NIMS implementation requirements. The
listing
should not be considered a definitive list of federal preparedness
grants and

The National Transportation Incident Management Coalition (NTIMC):
Enhancing Safety and Efficiency on the Nation's Roadways
The EIIP is pleased to host a 'live chat' presentation and interactive
Q&A session on August 24, 2005 beginning at 12:00 Noon Eastern time
(please convert to your local time). Our topic will be the ongoing
efforts of the National Traffic Incident Management Coalition (NTIMC)
to coordinate experiences, knowledge, practices, and ideas toward safer
and more efficient management of incidents affecting traffic, for the
purposes of enhancing the safety of on-scene responders and of
motorists passing or approaching a roadway incident, strengthening
services to incident victims and stranded motorists, and reducing
incident delay and costs to the traveling public and commercial
carriers.
Our guest speaker will be John Corbin, State Traffic Engineer for the
Wisconsin Department of Transportation, and Chair of the NTIMC, as well
as numerous related task forces and working groups. He is also a
nationally certified Professional Traffic Operations Engineer.

Mesabi Range Community & Tech College Hires
New Fire Training Coordinator
Steve Flaherty, 1st Asst. Chief from Grand
Rapids Fire Department will take over the reins of Colleen
Gerzin. Steve is excited about accepting the position and is
happily to accepted the offer from Mesabi Range Community & Tech
College to be their Fire Training Manager.
This is the position that Colleen Gerzin has been doing for a
while now, and as of August 23rd Steve will be stepping in to carry on
the work of the program. Colleen will still be doing Customized
Training for the college, and will assist Steve in the
transition. Steve has indicated "I am very excited about getting
a chance to work with the firefighters and the fire departments of the
Arrowhead Region." and with his background in the fire service
will make a great addition to the fire training system.
A few comments from Steve;
I am a life-long resident of Grand Rapids. I am
married to my best friend Lisa, and we have five children between us. I
enjoy fishing for walleyes in any climate, and spending time with
friends and family. I was an over-the-road truck driver for several
years, then worked for Blandin Paper Co. for over 12 years prior to
being laid-off. I jumped at the opportunity to go back to college and
further my education in the Fire Service, and find employment in a
field that I truly love.
As a member of the GRFD:
Served 6 years as Haz-Mat Officer for our
Chemical Assessment Team and 1 year as Captain/Training Officer.
Current President of the Itasca County Fire
Investigation Team.
Current Region 3 Director of the Mn Chapter of
IAAI.

Possesses A.A.S. Degree in Fire Technology and
Administration from Lake Superior College in Duluth.

Solve
your morale problems!
Your
firefighters maybe bored because of nothing to do and the public
doesn't recognize them as heroes. Get them involved in public education
and fire prevention activities where they are helping the public. It
won't be long and they will become recognized heroes for saving lives
in a proactive way.
Thought
For The Week
Is
it just me or does anyone else find it absolutely amazing that the U.S.
Government can track a cow born in Canada almost three years ago, right
to the stall where she sleeps in the state of Washington, and determine
exactly what that cow ate. They can also track her calves right to
their stalls, and tell you what kind of feed they ate. But they are
unable to locate 11 million illegal aliens wandering around in their
country, including people that are trying to blow up important
structures in the U.S. My solution is to give every person a cow as
soon as they enter the country. What do you think?
