2005 AFGP News - 500 Emails Questions Sent
The
2005 Assistance to Firefighters Grant Program (AFGP) has sent out over
500 emails to lucky recipients who have scored high enough to be in the
first rounds of awards starting in mid to late June.
I
have received several phone calls and emails from Minnesota
departments asking about the eight (8) questions some of which are two
parts.

What
does this all mean? It is time to start checking the application
web site for email in the message area and also make sure your
application profile has been updated. If you have had changes you need
to get it updated quick!!

the same user name and id when you applied for the grant, log into https://portal.fema.gov
SAFER News
Applications are
coming in with surprising large requests. USFA staff assumed that
applications would be asking for around five positions but that is not
the case. Some are asking for as many as thirty positions with
local matches of over one million dollars.
SAFER
applications will be reviewed and scored July 18-22, 2005, .

Awards $750K To Maryland Fire and Rescue Institute
Maryland Fire and Rescue Institute was awarded
a $750,000 Assistance to Firefighters Grant this week to study
firefighter physiology using the VivoMetrics LifeShirt at the Center
for Firefighter Safety Research and Development.
Some of you may remember last August Elk River did some experimenting
with this device in August of 2004. In Elk River, Minn., a donated
house was set afire and trainees wearing LifeShirts made multiple
entries
to subdue the fire.
As part of both exercises
commanders watched their team's life signs from a command truck and
noted
changes.
The LifeShirt System for first responders was used in training
exercises
by Elk River, Minnesota firefighters to monitor life-signs during
training exercises. This undershirt type of device is worn under fire
retardant clothing and level-A
HazMat gear and wirelessly transmits a first responder's breath rate,
heart
rate, blood oxygen saturation, motion, posture and body temperature
wirelessly
to an incident command center.
This real-time version of
the VivoMetrics®
LifeShirt System* has been released for investigational
use only and works in conjunction with the VivoCommand® Software.
It
allows a commander to monitor information on up to 24 responders at
once
and displays the information on an easy-to-interpret screen to enhance
decision making.
Elk River first responders successfully used this
technology to help identify problems
even before they happened, and it also prepares them to better serve
their
community in the future.

Maryland Fire and
Rescue Institute (MFRI) will take the next year to accurately monitor a
firefighter's physiologic responses as they
participate in training evolutions. Instantaneously collecting
biofeedback on vital signs is a vital step in
improving the ability to locate and protect rescue personnel on the
fire ground.

MESSAGE
Program - Donated Fire and EMS Equipment
The MESSAGE Program

The MESSAGE program secures donations of supplies and equipment in the
U.S. for distribution to providers in other countries. We
distribute donated items based on an evaluation of the recipients
actual need. It ensures that the recipients receiving the
donations have the adequate training and capacity to use the donations
responsibly.
Container
Program:
- The program collects donations
of Medical, Dental, EMS, and Fire equipment and supplies. The process
includes, sorting, inventorying, and packing the items for shipment.
The donations are then transported by air, land, and sea to third world
destinations. Upon arrival the donations are gifted out to facilities
that provide assistance to the poor.
Education Program:
- There is a desperate
necessity to provide education in basic health care procedures and
preventative care themes in rural communities of Central American
countries. This program reaches
undeveloped areas with populations of millions of people.
Karins program also facilitate the
shipment and distribution of Kids Against Hunger food packs
Many of you have been supporting what Karin has been doing and will
continue to do so.

is currently in need of a office as the warehouse that her program is
located in St Cloud has no office. If anyone has an old FEMA
trailer that you are looking to get rid of maybe you can consider this
a good use of the equipment for a period of time.

Solve
your morale problems!
Your
firefighters maybe bored because of nothing to do and the public
doesn't recognize them as heroes. Get them involved in public education
and fire prevention activities where they are helping the public. It
won't be long and they will become recognized heroes for saving lives
in a proactive way.
Thought
For The Week
Is
it just me or does anyone else find it absolutely amazing that the U.S.
Government can track a cow born in Canada almost three years ago, right
to the stall where she sleeps in the state of Washington, and determine
exactly what that cow ate. They can also track her calves right to
their stalls, and tell you what kind of feed they ate. But they are
unable to locate 11 million illegal aliens wandering around in their
country, including people that are trying to blow up important
structures in the U.S. My solution is to give every person a cow as
soon as they enter the country. What do you think?
