326 grants to USA fire departments will be issued in  the  22nd round of the Fiscal Year 2004 Assistance to Firefighters Grant Program.

Round 22 Will Award 4 MN Fire Departments Totaling $202,124.00

  • 3 Operations and Firefighter Safety
Congratulations to the following;

Elizabeth Volunteer Fire Department
Frazee Fire Department
Backus Volunteer Fire Department
Biwabik Township Volunteer Fire Department (Vehicle)

Biwabik has receive three awards since 2001.
Elizabeth and Frazee have received two awards since 2001.


As of Nov. 19th, Minnesota holds on at 9th in the nation on the number of awards and 11th in the nation on dollar amount of awards.

2004 Fire Prevention Grants Update

DHS/USFA expects to start making awards in early December.  The first wave of turndown letters will follow shortly thereafter.

METH LAB AlERT - Anhydrous Ammonia Manufacturing Technique

It is information about the Meth Cooks making their own Anhydrous Ammonia.

We have seen this in our area recently and the LE is saying that it will only get worse as more cooks learn this process.

Most of us have heard that Meth cookers have developed a method
for manufacturing anhydrous ammonia. I personally did not have any
information on what the process entailed until recently. The
attached photographs were taken of a dismantled anhydrous ammonia
system that was used by meth cooks.

There are some dangers that are associated with this method that we need to be aware of. If something similar to this is located you should be aware that the anhydrous cooker creates anhydrous ammonia for a period of time after the meth cook has completed his cook. Any items suspected of being used for this process should not be stored in an enclosed location.

The process includes the use of a tank, fertilizer, cold compress chemicals, red devil lye, and sulfuric acid. Meth cooks empty the chemical contents of cold compress packs, fertilizer, Red Devil Lye, and sulfuric acid into a tank. The chemical reaction creates a gas that is channeled through a tube of copper which becomes cold from the chemical reaction. This process turns the vapor into liquid form and the liquid is captured into a bottle. This liquid is then stored in a tank for future use to manufacture methamphetamine.

I am not absolutely sure how this process works and I'm sure there are variations to this process. I hope these pictures will assist you in determining whether or not you have stumbled across a working anhydrous ammonia manufacturing system.

Fire Extinguishers are being filled with anhydrous ammonia !!

This is the latest attempt by those who cook meth to hide the anhydrous. One of these extinguishers was brought into Fire Station #1 on 11-9-04 to be repaired after being found in an apartment complex parking lot.

It was full of anhydrous ammonia!!

Warning Signs
The horn had been cut off of the hose.
Gauge still showed pressure.
Teflon pipe tape was visible from around the valve assembly.

Watch out for Anhydrous in BBQ LP gas tanks, and Thermos bottles
also....basically anything that can hold pressure and is concealable is open
game for the Meth Cooks. A good tip off is if there is any brass on the tank
valves it will usually turn it green from the reaction of the Anhydrous.



What are you doing to get ready for the NIMS requirements?

In my opinion you should do item B first.  Get authority from your governing authority (city or township council) to proceed with the items A, C, D and E

You will need to update your policy manuals and SOG's to reflect the NIMS requirements.

Minimum FY 2005 NIMS Compliance Requirements

  1. At the State, territorial, tribal, and local levels, jurisdictions should support NIMS implementation by:
    1. Completing the NIMS Awareness Course: “National Incident Management System (NIMS), An Introduction” IS 100;
    2. Formally recognizing the NIMS and adopting the NIMS principles and policies;
    3. Establish a NIMS baseline by determining which NIMS requirements you already meet;
    4. Establishing a timeframe and developing a strategy for full NIMS implementation;
    5. Institutionalizing the use of the Incident Command System (ICS).

Tonight (Friday 11/19/2004) on the 10:00 pm news channel 5 is scheduled to show a fire in a child's bedroom.  Apparently they have set a fire to show haw fast a fire will spread.

Four holiday fire safety public service announcements are available for radio broadcast free
of charge at

SUMMARY OF DUTIES
: 

Assume primary authority for administration and operation of the Fire Department.  Supervise and evaluate employee performance.  Create and maintain communication links with department and other personnel.  Oversee training function to ensure effective firefighting response.  Ensure that equipment is appropriate to meet needs, well maintained and that firefighters are fully competent in the operation of such equipment.  Display a positive attitude toward community relations and public service.  Supervise community relations and fire prevention activities.

 

QUALIFICATIONS:

  •  A BA in Fire Science or related field, with 7 years fire service experience, 5 of which as a command officer.  Credit will be given for 10 years experience as Fire Chief or Assistant/Deputy Fire Chief in lieu of a degree.
  • Three years recent experience in supervisory capacity in a fire department
  • Demonstrated ability to effectively communicate both verbally and in writing
  •  Demonstrated knowledge of international, and national fire codes and standards, state and local fire codes, and ability to read and decipher site plans and/or blue prints
  • Completed courses pertaining to Fire Officer I and II or equivalent
  • Demonstrated leadership, innovation, and problem-solving skills
  • Skilled as a current First-Responder
  • Valid Class D drivers license and a satisfactory driving record
  • Minimum of two years experience in fire code enforcement / policy

 ADDITIONAL FACTORS TO BE CONSIDERED:

  •  Comprehensive knowledge and understanding of laws, rules and regulations relating to fire control and safety
  • Completion of hazardous materials operations training in accordance with 29 CFR 1910.120
  • Complete knowledge and understanding of MN-OSHA standards relating to fire control and safety
  • Demonstrated experience in budget preparation and administration
  • Demonstrated ability to work with a multi-jurisdictional agency
  • Experience with fire inspections and investigations
  • Experience with researching, preparing, and writing grants
  • Experience with emergency training and preparedness

 

SALARY RANGE:    $  70,185.00 - $ 77,126.00 salary

Solve your morale problems!
Your firefighters maybe bored because of nothing to do and the public doesn't recognize them as heroes. Get them involved in public education and fire prevention activities where they are helping the public. It won't be long and they will become recognized heroes for saving lives in a proactive way.
Thought For The Week
Is it just me or does anyone else find it absolutely amazing that the U.S. Government can track a cow born in Canada almost three years ago, right to the stall where she sleeps in the state of Washington, and determine exactly what that cow ate. They can also track her calves right to their stalls, and tell you what kind of feed they ate. But they are unable to locate 11 million illegal aliens wandering around in their country, including people that are trying to blow up important structures in the U.S. My solution is to give every person a cow as soon as they enter the country.
