12 Minnesota Fire Departments Get Awards In The 10th Round
Secretary Tom Ridge today announced 411 grants to fire departments throughout the
United States in the tenth round of the Fiscal Year 2004 Assistance to Firefighters Grant
Program. The grants will ultimately total approximately 8,000 awards worth nearly $750
million in direct assistance to firefighters throughout the country, demonstrating Homeland
Security's commitment to ensuring that America's firefighters have the resources they
need to protect their communities.

This tenth round of grants provides $34,647,708 to help local fire departments purchase
firefighting equipment, fund firefighter health and safety programs, enhance emergency
medical services programs, and conduct fire education and prevention programs.

To-date Minnesota Fire Departments have acquired

37 awards in the Fire Operations and Firefighter Safety area totaling $2,174,744.00

1 award for Fire Prevention totaling $31,410.00

2 awards for Firefighting Vehicles totaling $342,000.00

No EMS awards

Giving us a total of 40 awards todate for Minnesota totaling $2,548,154.00

As of August 6th Minnesota Fire Departments are ranked 15th in the amount of the
awards and 11th in the quantity of awards.

Sustaining the Vigilance, Now More Than Ever. Ray Semko “DICE Man,” Senior
Intelligence Officer, National Security Agency, Interagency Operational DICE Briefing
(Defensive Information for Counter Espionage) Mr.Semko will provide the most current
threat information and reinforce the importance of individual awareness and vigilance.

Role of the First Responder in Agro-Security. Timothy Moore, Animal/Plant Health Inspection
Service, Liaison to Center for Domestic Preparedness, Department of Agriculture. An
over view of terror threats confronting U.S. Agriculture and what first responders need
to know when responding to known or suspected animal or plant disease events.
Mr. Moore will also speak about the activities of ALF/ELF and other activist groups
in Minnesota.

Principles of Biological Warfare. Mr. Bill Patrick, Owner, Bio Threat Assessments Bill Patrick
has 52 years experience in the United States Biological Warfare Program. 21 years were
spent in the U.S.Offensive Program with the U.S. Army Medical Research Institute of
Infectious Disease at Fort Dietrich, where he served as Chief of the Product Development
Division. In 1969, his efforts turned toward research to counter bio-war fare agents of
adversary nations. Mr. Patrick will discuss the principles of biological war fare including
agents, munitions, meteorology and decontamination.

The New Face of Al Qaeda and the Threat to the United States. Rohan Gunaratna,
Head of International Centre for Political Violence and Terrorism Research, Singapore.
The author of six books and the foremost English-speaking expert on the Al Qaeda
terror network, Dr. Rohan Gunaratna was principal investigator of the United Nations
Terrorism Prevention Branch and has served as consultant on terrorism to several
governments and corporations. Dr. Gunaratna will discuss the increased number of
attacks on American interests since 9-11-01 and propose a multi-pronged response.

I. Anti-Terrorism for Law Enforcement. Rich Johnson, Director of Law Enforcement Training,
Souder Betances and Associates, Inc. An over view by a nationally recognized authority
on terrorism will answer the question, “Are we winning or losing the global war on
terrorism ”? Mr. Johnson will provide strategies to effectively analyze and respond
to terrorism threats.

II. Myths of Hospital Preparedness Dr. John L. Hick, Faculty Emergency Physician, Hennepin
County Medical Center. Dr.Hick will discuss commonly held misperceptions regarding
hospital preparedness and problems hospitals face concerning disaster response and
preparedness.

III. Fusion Unit Concept – Intelligence and Information Sharing: Putting the Pieces
Together Mary Meyer, Intel Coordinator, Minnesota Department of Public Safety, Homeland
Security and Emergency Management An over view of the intelligence cycle and how it
applies to the war on terrorism across our state and nation.

IV. EMS and Bomb Squads Collaborating: Issues in Scene Management Jonathan Bundt,
Law Enforcement Advisor, Masa Consulting. Sergeant Dan Wulff, Commander, Minneapolis
Bomb Squad. Dr. Allen Autrey Medical Director & Emergency Department Physician Health
East, St.Joseph Hospital Transportation/ Disciplines come together to deal with the
unique challenges of bombing incidents in an age of terrorism. Issues of protocol development
for the most effective life saving tactics will be presented. Also, models for future training
and collaboration will be discussed.

Surviving the Rhetoric …Planning the Response. Paul Maniscalco, Deputy Executive
Director, Response to Emergencies and Disasters Institute, The George Washington
University Medical Center. An over view of the continued and expanding threat directed
at state and local responders that highlights enhancements of the understanding of
effective planning for operational doctrine analysis and response to acts of terrorism.

Despite the decrease in the number of reported structure fires each year the
number of firefighter deaths at structure fires has slowly crept back up to the
levels last seen in the late 1970’s. The National Fire Protection Association
(NFPA) attributes this trend in part to a lack of fireground experience among
fire officers and incident commanders.

Our comprehensive program of decision skills training is one solution to the
lack of fireground experience. Company officers at all levels will be challenged
as they participate in numerous simulations, case studies, and decision-making
exercises facilitated by two of the country's most experienced instructors.
We have taken the latest information from the fields of intuitive decision-making
and Crew Resource Management (CRM) and applied them in a practical no-nonsense
approach to developing the rapid decision-making skills necessary for today's
company officer.

Deputy Chief Ted Nee is a twenty-two year veteran of the fire service he is currently
directing the battalion wide training program for the (New Mexico) Fire Department.
He is the owner-course designer of Tactical Training Solutions a consulting/training
company that specializes in providing tactical training using state-of-the-art
fireground simulations.

Deputy Chief Bob Halton is a twenty-year veteran of the Albuquerque Fire Department.
Bob is an adjunct instructor with New Mexico Firefighter’s Training Academy
where he teaches strategy and tactics and fireground decision-making. Bob is
the lead firefighting tactics instructor for Tactical Training Solutions.

Solve your morale problems!
Your firefighters maybe bored because of nothing to do and the public doesn't recognize them as heroes. Get them involved in public education and fire prevention activities where they are helping the public. It won't be long and they will become recognized hero’s for saving lives in a proactive way.
